HSE consultancy support for a major EV manufacturing facility in Saudi Arabia

Delivering data-driven HSE consultancy across a 10-month greenfield EV build in Saudi Arabia.

Saudi Arabia

The Challenge

Safety oversight across a multi-contractor EV build

Greenfield EV manufacturing facilities bring together heavy equipment movement, multiple international contractors and complex mechanical, electrical and plumbing integration, often on a compressed construction schedule. Our team in India supported a major EV manufacturing facility in Saudi Arabia through exactly that environment, providing dedicated HSE consultancy across a 10-month construction programme.

With heavy equipment movements and international contractors working in parallel, the risk sat less in any single trade and more in how safety was tracked and enforced across every zone of an active, still-under-construction site.

Our Solution

RAMS review, daily observations and audits, one programme

To keep pace with the schedule, Beck & Pollitzer built a data-driven safety programme around the site’s actual risk profile rather than a generic compliance checklist. Every high-risk activity was reviewed before work began, and the programme stayed active through daily engagement rather than periodic checks:

Reviewed and approved 100+ Risk Assessment Method Statements before high-risk work began
Issued 50+ HSE framework documents and compliance manuals for site teams
Raised and closed 500+ HSE field observations across the programme
Ran five compliance audits across every operational zone
Delivered daily HSE training and toolbox talks throughout the 10-month programme
Reviewed and approved 100+ Risk Assessment Method Statements before high-risk work began
Issued 50+ HSE framework documents and compliance manuals for site teams
Raised and closed 500+ HSE field observations across the programme
Ran five compliance audits across every operational zone
Delivered daily HSE training and toolbox talks throughout the 10-month programme

This structure supported the wider installation and factory relocation work underway on site, keeping safety tracking as continuous as the construction schedule it was protecting.

The Outcome

500+ observations closed, full-site risk visibility

Safety tracked continuously, rather than checked periodically, gave the programme full visibility over site performance across a genuinely complex, multi-contractor build.

The result gave the project’s owners consistent oversight of risk across every zone, protecting both the workforce and the construction schedule through to completion.

Need to know more?

What is a RAMS review, and why did it matter here?
A Risk Assessment Method Statement (RAMS) sets out how a specific high-risk activity will be carried out safely before work begins. With multiple international contractors mobilising in parallel, reviewing and approving each one up front meant risks were addressed before equipment moved, not after.
Why were field observations tracked daily rather than periodically?
With international contractors working concurrently across a live, still-under-construction site, risk conditions could change day to day. Daily observations and toolbox talks kept the safety programme responsive to the site as it actually was.
What was the difference between the audits and the daily observations?
The five audit programmes assessed compliance across each operational zone at set points in the programme, while daily observations and toolbox talks provided continuous, on-the-ground monitoring in between.
