PMO & Integration Planning

One plan for every contractor.

Complex industrial programmes involve multiple workstreams, contractors, equipment suppliers and stakeholders working towards one operational outcome. Our PMO and integration planning service, part of Industrial Consulting, provides the structure, visibility and coordination needed to keep these activities aligned, from early project development through installation, commissioning and operational readiness.

PMO Beyond the Construction Schedule

Beyond the construction schedule

A construction programme alone does not always provide the level of detail needed to successfully industrialise a facility. We combine project management and project controls expertise with practical experience of industrial installation and deployment, giving clients clarity on what needs to happen, when it needs to happen, and how the different activities depend on each other.

This gives Owners, EPCs, General Contractors and equipment suppliers a common plan to work from, with clear responsibilities, interfaces, dependencies and priorities.

Four disciplines, one programme

PMO Four Disciplines One Programme
PMO Setup & Management

We establish the governance, processes and controls required to manage complex industrial programmes effectively, either as a standalone PMO capability or integrated directly into an existing client or EPC programme organisation. On site, mobilisation and contractor safety management are covered by site planning and contractor safety management.

  • PMO mobilisation and setup
  • Programme governance and reporting
  • Project management processes and standards
  • Risk, issue and change management
  • Stakeholder coordination
  • Performance reporting and dashboards
  • Meeting and governance structures
  • Action and decision tracking
Scheduling & Project Controls

We develop the schedules and controls needed to give a clear view of programme performance and future requirements, using the programme to identify dependencies, expose risks and support better delivery decisions.

  • Master programme and Level 1–4 schedule development
  • Baseline programme development
  • Detailed installation scheduling
  • Critical path analysis
  • Progress measurement, reporting and forecasting
  • Schedule risk, recovery and mitigation planning
  • Cost management, schedule integration and change control
  • Earned Value Management (EVM)
  • Contractor and supplier schedule review
Integrated Planning

Industrial projects succeed or fail at the interfaces between workstreams. We identify the interfaces, dependencies and constraints between activities and incorporate them into a single integrated delivery plan, spanning:

  • Engineering and design
  • Procurement and equipment manufacture
  • Factory Acceptance Test (FAT), logistics and delivery
  • Construction and building readiness
  • Mechanical and electrical installation
  • Utilities, controls and automation
  • Commissioning and production trials
  • Operational readiness
Installation & Industrialisation Planning

Practical installation experience gives us a different perspective on programme planning. We understand the realities of getting equipment from supplier to site, through installation and into operation, so the programme reflects how the facility will actually be built, installed and brought into production. That planning is informed by the experience of our Industrial Solutions teams, drawing on more than 160 years of installation and relocation experience and 50 million hours of in-house experience.

  • Equipment delivery and sequencing
  • Installation methodology and resourcing
  • Mechanical and electrical installation, equipment interfaces
  • Access and lifting requirements
  • Installation work packages
  • Commissioning dependencies and equipment readiness
  • Production ramp-up requirements

Connecting the programme to operational readiness

We plan the programme through to production. We identify the activities and dependencies required to transition from a construction project into an operational manufacturing environment. Bringing these activities into the programme early means potential constraints can be identified before they become critical path issues. Start-up planning is covered in more depth under commissioning and operational readiness.

From construction completion to production
Construction Readiness → Equipment Readiness → Installation Completion → Commissioning → Production Trials → Operational Readiness

Equipment & Technology Suppliers

Connecting equipment manufacturing, Factory Acceptance Test, logistics, installation and commissioning with the wider project programme, collaborating with OEM Project Leads and Engineering Managers.
PMO Turning Complexity Into a Plan

Turning complexity into a deliverable plan

Our approach combines programme management discipline with real-world industrial delivery experience. As well as tracking whether activities are on schedule, we understand the physical dependencies behind the schedule, and use that understanding to identify constraints, manage interfaces and sharpen the decisions clients make.

One integrated plan with clear ownership, visible dependencies and the detail needed to show how the facility will become operational.

From PMO mobilisation and master scheduling through to detailed installation planning and operational readiness, we bring complex industrial programmes together for our clients.

Answers to common questions about our approach, delivery and expertise.
What is a PMO, and why does an industrial programme need one?

A PMO, or programme management office, sets the governance, reporting and controls for a programme. On industrial projects it gives owners, EPCs and contractors one structure for managing schedule, cost, risk and change, so decisions made early do not create problems that only appear once equipment arrives on site.

What does a project management consultant do on an industrial programme?

A project management consultant sets up and runs the structures that keep a programme on plan: governance, schedules, project controls and cost management. Beck & Pollitzer combines this with practical installation and commissioning experience from our Industrial Solutions teams, so the plan reflects how equipment will actually be delivered, installed and brought into production.

When should a PMO be set up?

As early as project development. A PMO in place before design and procurement are fixed can build installation and commissioning into the plan from the start, when changes cost the least.

What is the difference between a PMO and project controls?

A PMO covers governance: processes, reporting, roles and decision-making across the programme. Project controls covers the numbers behind it, meaning schedules, cost management, progress measurement and forecasting. We provide both.

What is Earned Value Management (EVM) in project management?

Earned Value Management (EVM) combines scope, schedule and cost data to measure project performance against an agreed baseline. Within project controls, it helps identify variance early, support forecasting and provide a structured basis for corrective action.

Can you work inside an existing EPC or client programme team?

Yes. We can run a standalone PMO or integrate directly into an existing client or EPC programme organisation, using the client’s own systems where required, including Primavera P6, Microsoft Project and Smartsheet.

How does industrial PMO and integration planning differ from construction project management?

Construction project management typically focuses on delivering the construction scope and associated programme requirements. Our PMO & Integration Planning service brings equipment manufacture, logistics, installation, utilities, commissioning and production ramp-up into the same programme, helping clients manage the interfaces between construction and industrialisation. Start-up planning is covered under commissioning and operational readiness.
