Site Planning & Health and Safety

Safety planned before work starts.

Our Site Planning & Health and Safety service establishes the site arrangements, HSE systems and contractor controls needed to manage complex industrial projects safely as construction, equipment installation, logistics and commissioning activities overlap.

HS Well Planned Site

A well-planned site is a safe site

We map how people, equipment, vehicles and materials will interact within the working environment and establish the controls required to manage those interactions.

This provides a practical framework for changing site conditions throughout construction and installation, combining industrial installation experience with HSE expertise to identify risks early and embed safe working practices into site operations.

Four disciplines, one safety standard

HS Four Disciplines One Standard
Site Planning & Logistics

Practical site arrangements that support safe movement, access and working conditions, creating an environment where people, equipment and materials can move safely and efficiently.

  • Site logistics planning, layout and zoning
  • Pedestrian and vehicle segregation and traffic management
  • Equipment access and delivery routes
  • Laydown, material storage, lifting and handling
  • Work area definition, temporary facilities and welfare
  • Site access, security and housekeeping standards
  • Site phasing and changing work environments
  • Trade and contractor sequencing
  • Mobilisation readiness reviews
HSE Management Systems

We establish the policies, processes and controls required to manage HSE across complex industrial projects, reconciling client and OEM requirements into one agreed set of site rules and aligning the system with the applicable regulatory framework.

  • HSE management plans and site procedures
  • HSE roles and responsibilities
  • Reconciling client and OEM safety standards into a single site rule set
  • Permit-to-work systems
  • Emergency response arrangements and welfare provision
  • Incident and near-miss processes
  • Design-stage input to pre-construction information and phase planning
  • Documentation, record-keeping and assurance aligned to the applicable regulatory framework, including CDM in the UK and equivalent regimes elsewhere
  • Multilingual site inductions, toolbox talks and safety documentation aligned to the workforce and local safety culture
Risk Assessment & Safe Systems of Work

We identify hazards associated with construction, installation and commissioning activities and translate them into practical controls before the work begins, including the site-side risks of getting equipment in, positioned and ready for handover.

  • Task and activity risk assessments
  • Method statement review and safe systems of work
  • Job Safety Analysis
  • Control of hazardous energy and Lockout / Tagout
  • Work at height, confined spaces and lifting operations
  • Temporary works, hot work and electrical safety
  • Installation and positioning risk assessments coordinated with OEM requirements
  • Pre-commissioning safety checks and safe handover to the client
Contractor HSE Management & Site Assurance

We establish consistent HSE standards across the supply chain where multiple contractors are working simultaneously, backed by site assurance and leading-indicator monitoring that shows whether the controls are working in practice.

  • Contractor prequalification, requirements and onboarding
  • Contractor induction and competency verification
  • Method statement and risk assessment review
  • Site inspections, compliance audits and contractor audits
  • Behavioural safety observations and safety leadership reviews
  • Toolbox talks and site briefings
  • Corrective action tracking and incident investigations
  • Trend analysis, HSE performance reviews and management reporting

Managing the changing site environment

Industrial projects evolve rapidly. Work areas change, equipment arrives, contractors mobilise, and construction activities overlap with installation and commissioning. We review the controls as those conditions change so the site arrangements remain appropriate as the project develops.

Reviewing the site as it develops
Changing Site Conditions → Emerging Hazards → Risk Assessment → Control Measures → Verification → Continuous Improvement

HS Our Approach

Practical HSE for industrial projects

Our approach combines HSE expertise with first-hand experience of industrial installation environments. The focus is on practical controls that can be understood, implemented and verified by the people carrying out the work.

Site arrangements, HSE systems and contractor controls that keep every team working to one safety standard. We check them in the field as the site moves from construction to commissioning.

From site logistics and HSE management systems through risk assessment, safe systems of work and contractor assurance, we maintain practical control as projects evolve as part of our industrial consulting services.

Answers to common questions about our approach, delivery and expertise.
What does a site planning and HSE service do on an industrial project?

It sets the site rules before work starts, then checks them as conditions change: how people, vehicles and materials move, who is allowed to do what, and whether contractors are following the controls.

How do you manage HSE across multiple contractors?

We establish common site rules, onboarding and competency requirements, permit and RAMS processes, inspections, audits and corrective-action tracking. This gives contractors one HSE framework to work within while maintaining visibility of emerging risks across the site.

What are RAMS and how are they reviewed?

Risk Assessment Method Statements set out the hazards, controls and method for carrying out a defined activity safely. We review RAMS against the task, site conditions, interfaces, applicable requirements and the planned method before high-risk work begins. See how this worked on a greenfield EV manufacturing facility in Saudi Arabia.

Can Beck & Pollitzer support Principal Contractor and CDM requirements in the UK?

Yes. Beck & Pollitzer has delivered Principal Contractor support under the Construction (Design and Management) Regulations 2015, including construction phase planning, site controls, contractor coordination, permits, logistics and interface management within a live manufacturing environment.

How do you manage health and safety in a live manufacturing site?

The controls are planned around the operating plant as well as the project work. This can include shared access routes, traffic management, plant isolations, logistics, security, work-area segregation and coordination with the client’s operations and maintenance teams.

How do HSE controls change as a project moves from construction to commissioning?

The risk profile changes as equipment is energised, testing begins and more OEM and commissioning teams enter the work area. Controls are reviewed through each transition, including pre-commissioning safety checks, hazardous-energy controls, access arrangements and safe handover.
